In case anyone is interested, yes Live Titles supports transparent tiles, in fact it has supported them even before Microsoft did!

To get a transparent tile, go to the background tab and select the background colour.  In the colour picker you can either select the transparent swatch from the “Common Colours” area (it’s the last one on the far right) or just slide the “Transparency Level” slider all the way to the left (0).
